Full Contact is one of the Contact Levels outlined in the Treaty of Cygnus XIV.  It describes a state in which a species brings all of its resources to bear in its dealings with another species.

The Treaty of Cygnus XIV restricts a species exercise of Full Contact to species possessing a technological level equivalent to or greater than that of their own.   This restriction is rigidly adhered to in the Space Navy’s Prime Ordinance.

Traditionally, Full Contact by a species posessing Skew Drive technology is reserved for dealings with other Skew-capable species.
